Because you have complete control over the small group of people you put into your facility.
You won’t get forced to accept random sick people.
And your facility has just a small number of people to begin with.
You have control, therefore you keep your facility, and EVERYONE in it, SAFE.
It makes it a great place that people will want to move into even more now.
